Ā·Ā Ā Ā Ā Ā Ā What is law? Before we get to the topic today. I would like us to understand what the law is. According to Google, the law is a system of rules which is recognized and followed and has penalties when broken. If we look at the relationship between the police and the law, the police are the enforcers of the law. The police might be enforcing the law but their main purpose is to serve and protect.

Ā As a citizen you want to feel safe and protected by the government, you want to be served by the police and know you can rely on them. As a free citizen, you want to walk past an officer and feel safe. Police officers also want to feel safe and trust the people they are protecting. Body-worn cameras; how would this have an impact on you?

Ā·Ā Ā Ā Ā Ā Ā There has been an increase in the number of police brutality cases and this was one of the drivers of the need to have body-worn cameras.

This is an issue where police brutality has been on the rise, especially in the African American community. Tyre Nichols is a recent victim of police brutality. The most recent was Tyre Nichols who died 3 days after being beaten by police officers. With these, there is a need of identifying if there is any racial discrimination within the police force according to Wright & Headley, in the article can technology work in policing

Ā·Ā Ā Ā Ā Ā Ā Reducing police brutality is one way of making sure that everyone feels safe around the police and not scared as stated by Jespersen, K, in his article Innocent bystander. When people feel safe around the police then this reduces the trust gap between the citizens and the police.

Ā·Ā Ā Ā Ā Ā Ā There is a saying that goes, numbers do not lie. The graph above from Statista shows the number of people who have been killed by the police in the United States. As we can see the trend has been high and 2021 recorded the greatest number of Deaths. One number is high enough as people should not lose their lives and given these numbers there is a need to come up with ways people do not have to lose their lives. As little as a body camera may sound, the impact it has is great. One step at a time, and as we honor Martin Luther, we remember his saying, ā€œif I cannot do great things, I can do small things in a great wayā€.

Slide [7]: Rates of use of force by officers

Ā·Ā Ā Ā Ā Ā Ā The research was done by Ariel and other researchers and a study was done on 2000000 people the findings were that police body-worn cameras reduce police brutality and there was a 6% reduced complaint against police officers. As we can see from the data above, the sites are the different places that had the body camera tested and these are the results from the different areas. When you look at the standard error value and the limits you can be able to see if each error falls within the limits. We can see only sites D,B, and H, fall outside the limits showing their areas have no great change with the police body camera on. The other sites lay within the limits which is the acceptance area showing there is a reduced use of force in these areas that use the police body camera.

Ā·Ā Ā Ā Ā Ā Ā If you are familiar with George Orwell and his book 1984, then this is not like a big brother. However, we know from the book how people behaved knowing they were being watched. According to white and other researchers, people knowing they are being recorded will behave better. With this then the police body-worn cameras will record everything from the police’s view as also stated by Houwing in his article police body-cams as equiveillance Tools. So, we can be able to see what the officer did, and also assist in judging cases. People will not be blamed for things they did not do.

Ā·Ā Ā Ā Ā Ā Ā Having body cams with facial recognition can assist in tracking criminals who are caught by other police officers or who get in their path according to Bromberg. This will assist the police in identifying criminals and also keep the police safe. The facial recognition feature can assist with clearing mistaken identities and keep the trust of the public intact. The perfect movie to reference this is black and blue which is on Netflix and this gets interesting at the first minute. Let us play the trailer to get the idea. Ā

Slide [10]: Rates of assaults against officers

Ā·Ā Ā Ā Ā Ā Ā In the same study done by ariel, they also conducted research on the use of body-worn cameras and the rates of assault toward the officers. The body cameras were to record the officers’ day and there was a note that officers were more times assaulted in site B and D. The other sites recorded a decrease however the cases were fewer than in B and D. Just as we see the values tested and the results presented, we can see the sides B and D have a higher positive standard difference. In the chart, you can see site B and D are closer to the 2-axis.

Ā·Ā Ā Ā Ā Ā Ā Body-worn cameras are important in making society feel safe. The use of body-worn cameras will reduce police brutality and offer room for discipline not only for the officers but with the citizens. With the features in the body camera such as facial recognition this can also help rack criminals and also clear up mistaken identities and framed cases offering quality honest service. Not only is the use of body cameras to increase safety levels, reduce police brutality, and reduce the trust gap between the police and the citizens, but also keep everyone safe as even the officers are humans too.
